Dr. Andrea Carter-Robin

Executive Director & Lead Trainer

Dr. Andrea Carter-Robin, Ed.D. is the Executive Director and Lead Trainer of Mosaic Literacy Institute and the author of Think Like a Reading Teacher (Routledge, in press). She is a school founder and literacy leader with 20+ years of experience across U.S. districts and international education, supporting structured literacy implementation, curriculum design, and data-informed instructional improvement. Dr. Carter-Robin holds an Ed.D. from St. Thomas University, an M.S. in Administrative Leadership from Ashland University, and a B.S. in Elementary Education from the University of Wisconsin–Milwaukee. She also developed Mosaic’s signature frameworks, including Readism™, IRIS-L™, the Carter 7 Vocabulary Program™, and the E-Equation™.

William Butler

Director of School Transformation & Implementation

William Butler brings 30+ years of leadership experience in educational administration, district reform, and school improvement. He has served as a principal, a state-level charter school leader, and an implementation support manager, leading teams and complex initiatives across urban, suburban, and charter settings. His work centers on building coherent systems for instructional excellence, equity, and sustained student achievement, including leadership coaching, curriculum alignment, and policy-informed implementation. William completed the Harvard Graduate School of Education Principal’s Center and has participated in competitive leadership fellowships, including the Lyndhurst Foundation Fellowship and National Kellogg Leadership Fellowship candidacy. He holds a Master of Education in Curriculum and Instruction, advanced graduate studies in Educational Leadership and Policy, and a Bachelor of Science in Physics. At Mosaic Literacy Institute, he supports school transformation and implementation planning that turns professional learning into durable, schoolwide practice.

Tasha Davis

School Climate, Culture & Compliance

Tasha Davis brings deep expertise in employee relations, compliance, and conflict resolution to Mosaic’s professional learning work. She holds a Master’s in Human Resource Management (Organizational Development/Labor Relations) and a B.A. in Human Resources Management with training in employment law and Title VII. Tasha serves as Human Relations Administrator (Director) for the City of Danville, leading investigations and community-facing initiatives related to employment, housing, and public accommodations. Her prior roles include senior HR leadership and Affirmative Action oversight, with experience managing investigations, training, and policy-aligned systems. She holds certifications in Affirmative Action Compliance and Employee Relations (Temple University), Mediation/ADR, Six Sigma, and DEI, bringing a practical, systems-based approach to culture, accountability, and equitable practice.

  • Dr. Kennedy Maranga

    Dr. Kennedy Maranga serves as Senior Advisor for Research & Program Quality at Mosaic Literacy Institute. He brings 17+ years of higher education teaching and leadership across undergraduate, graduate, and doctoral programs, with extensive experience in program evaluation, course development, and continuous improvement. He has directed research and education operations, chaired Institutional Review Board (IRB) processes, and supported dissertation research and faculty development to strengthen rigor and learner outcomes. His scholarship and teaching span research methods, leadership, and public policy, with peer-reviewed publications and academic service focused on quality and ethical practice in education.

  • Raquel Wilson

    Raquel Wilson serves as Strategic Communications & Visibility Lead for Mosaic Literacy Institute. With 20 years of global experience across development finance, philanthropy, and government affairs, she crafts narratives that build credibility, trust, and stakeholder engagement. She has led multi-platform communications for initiatives in education, climate, health, entrepreneurship, and gender equity, translating complex policy and impact data into clear messaging for decision-makers. Raquel currently supports resource mobilization communications at the African Development Bank, developing donor briefs, investment cases, and advocacy materials that strengthen partnership commitments. Her background includes UNICEF, the International Organization for Migration, and other international organizations, bringing disciplined brand stewardship, media strategy, and campaign execution.
